TIME TO LEGALISE DRUGS; ALLEGED GOVERNMENT INVOLVEMENT IN THE DRUGS TRADE

Are cabals within governments making money from the drugs trade?

The Centre for Policy Studies, a UK think tank, says the UK government has fought a 'phoney war on drugs'

The think tank declares that in the UK:

1. Serious drug abuse has risen sharply.

2. More children are getting involved.

3. The illicit trade has spread from the towns and cities to rural communities.

4. In the UK, there has been a shift in drugs policy away from targeting suppliers.

5. 7.7 % of UK adults admit to having tried cocaine, double the European average.

6. In 1998 just one % of 11-year-olds admitted to having tried drugs but that had risen to 13 per cent by 2007.

7. The number of adolescents in treatment for drug and alcohol abuse has doubled since 1999.

8. The UK remains "one of the easiest and cheapest places to get drugs" with prices of cocaine and heroin hitting record lows.

9. The quantity of heroin, cocaine and cannabis that has been seized coming into the UK has fallen by 68 per cent, 16 per cent and 34 per cent respectively over the last seven years.

10. The UK drugs market is estimated to be worth £5 billion a year.

11. In Sweden and the Netherlands, all illicit drug use is targeted, treatment is aimed at breaking addiction, and the majority of the drug budgets is spent on prevention and enforcement.

In one of the most dramatic success stories in modern addiction treatment, doctors in Switzerland have discovered that the provision of medically determined doses of heroin to heroin addicts significantly improves their health, lifestyle and reduces the amount of crime associated with drug use when they are permitted to leave the black market environment.

The Swiss researchers concluded that:

· Both the number of criminal offenders and the number of offenses decreased by about 60% in the first six months of the program.

· Most illicit drug use, including cocaine, rapidly and markedly declined.

· The number of participants on unemployment benefits fell by more than half (from 44% to 20%).

· Participants' housing situation rapidly improved, ending homelessness among the patients.

· The physical health of participants improved.

· More than half of the patients who dropped out of the program did so in order to switch to another form of treatment, including abstinence.

Heroin was available through pharmacists until 1953, when, after pressure from the U.S., it was declared illegal. A common palliative remedy, it caused few problems because distribution was medically supervised.

The output provided up to one half of the heroin used annually in the United States and three-quarters of that used in Western Europe.

U.S. officials admitted in 1990 that they had failed to investigate or take action against the drug operation because of a desire not to offend their Pakistani and Afghan allies. —

The U.S. Central Intelligence Agency, as is by now well-known by anyone who has cared to be informed, has long been deeply involved in the international trafficking of the addictive drugs heroin and (since the early 1980s, if not earlier) cocaine, the enormous profits from which have financed, and continue to finance, both U.S. covert operations and the U.S. military (via payments to Pentagon contractors).

The main reason why this is not more widely known is that the main players in the U.S. media have always worked to protect the Agency and to keep the American public in the dark as to the nature of its activities (as documented in great detail in Carl Bernstein's article in the October 20, 1977, issue of Rolling Stone: "The CIA and the Media: How America's Most Powerful News Media Worked Hand in Glove with the Central Intelligence Agency and Why the Church Committee Covered It Up").

Michael Howard was home secretary at the time when the Baybasins came to the UK.

According to the Guardian, members of an international crime gang were allowed to come to Britain because their leader had links to Customs & Excise.

The evidence for this came out at an immigration appeals tribunal.

The Baybasin Cartel, a Kurdish gang, controlled up to 90% of the heroin which entered the UK.

Its bosses settled in the UK in the mid-1990s.

Gang members were involved in protection rackets and extortion in the UK, and were linked to up to 25 murders.

The gang's members were allowed to move from Turkey to London, allegedly after their leader, Huseyin Baybasin, agreed to tell Customs investigators what he knew about the involvement of senior Turkish politicians and officials in the international heroin trade.

Reportedly, Baybasin was encouraged by Customs to come to the UK and arrived via Gibraltar in either late 1994 or early 1995.

He first met Customs officers in a hotel near Tower Bridge, London.

Having come to the UK, the Baybasin Cartel ran their vast drug trafficking operation from London.

They and their relatives persuaded a number of politicians to support their attempts to obtain British travel documents.

Among those who agreed to help was Tony McNulty, a former immigration minister, who wrote a number of letters on behalf of Baybasin's wife after her husband was arrested in the Netherlands.

Baybasin, 49, is now serving a life sentence in a Dutch jail.

His brother, Abdullah, 45, who took the helm after his conviction, has now been convicted of conspiracy to supply heroin.

It was at Abdullah Baybasin's asylum hearings that the alleged deal with Customs & Excise was disclosed.

Abdullah was given indefinite leave to remain in the UK last year.

Several other relatives also remain in the UK.

Police are investigating Michael Howard's role in a royal pardon for two of Liverpool's most dangerous gangsters, John Haase and Paul Bennett, who were granted a royal pardon in July 1996 on Howard's orders.

The decision came 11 months into 18-year sentences.

The Metropolitan police is about to launch an investigation into the 'circumstances leading up to the granting of a royal pardon for these individuals'.

Was the Home Secretary duped into believing Haase and Bennett had provided vital information about arms caches across Liverpool, arms they had arranged to be planted themselves?

Michael Howard's cousin, Simon Bakerman, is an associate of Haase.

Bakerman was released from prison on the day Howard became leader of the Conservative Party in November 2003.

Bakerman received a three-year sentence in 2002 for running an illegal factory making amphetamine and ketamine pills.

Haase claims that Bakerman received large sums of money from Haase before the pardon was granted, though even his lawyers admit there is no evidence of where this money ended up - if it was paid in the first place.

Where Heroin comes from

The arms caches were a set-up, planted on Haase's instructions from a mobile phone he had smuggled into prison.

Witnesses from within Haase's organisation now claim that bribes totalling £4.5 million were paid by criminals to officials involved with the case.

Haase and his associates have often been held responsible for bringing gun culture to the streets of Liverpool.

One former senior Customs officer said there had been suspicions well before the release of the two men that the arms caches were an elaborate scam.

Haase was rearrested in 1999 and sentenced to 13 years for money-laundering and supplying firearms to fellow gangsters.

He is serving his sentence, but continues to wield a powerful influence from his prison cell, not least through his continuing claims that bribes were paid to help obtain his royal pardon.

He is allegedly among the top 50 global drug barons; according to the US authorities he is the right-hand man of Dawood Ibrahim, head of the 'D' company, a worldwide mafia.

Dawood has been described as 'the most dangerous man in the world'. As well as drugs and terrorism, the D company is involved in gold smuggling, gambling, counterfeit currency, diamond trading, contract killing, extortion and film financing. It is said to have a 60 per cent stake in the Bollywood film industry.

Dawood is also known to have met Osama Bin Laden and, in the aftermath of 9/11, allowed his smuggling network to be used to enable senior al-Qaeda operatives to flee Afghanistan.
