Dear UN colleagues
Distinguished Ladies and Gentlemen,
It is with great pleasure and an honour for me to be here in Zanzibar this morning to sign the first 2011 /2012 Zanzibar Annual Work Plan. I believe that this occasion further demonstrates the United Nation’s fresh and renewed commitment towards, supporting the Revolutionary Government of Zanzibar in addressing its development priorities.
The Annual Work Plan is derived from the Four Year United Nations Development Assistance Plan (UNDAP) for 2011-2015 that was signed in Dar es Salaam on 24 June 2011 between the United Nations and the United Republic of Tanzania.
The UNDAP focuses on strengthening country systems, policies and processes for the fulfillment of human rights and pro-poor growth. The UNDAP will touch specifically upon: Economic Growth; Environment and Climate Change; Education; Health and Nutrition; HIV and AIDS; Water, Sanitation and Hygiene; Social Protection; Governance; Refugees; and Emergencies and Disaster Response.
The Annual Work Plan we are signing today is a product of consultation with government officials, civil society representatives and development partners in Tanzania. These consultations followed a human rights based approach to development and attempt to mainstream gender equality, environmental sustainability, capacity development and results based management.
As part of the Annual Work Plan for Zanzibar, the United Nations will support actions to improve productivity in agriculture, enhance capacity in manufacturing sector, support better employment opportunities, and accelerate climate change mitigation efforts.
The United Nations will also provide assistance to strengthen government’s efforts in the areas of education, health, HIV and AIDS, water, sanitation and hygiene (WASH) and social protection for the poor and vulnerable in society. Further, the United Nations is committed to supporting programmes on good governance, effective delivery of public services and disaster preparedness.
To support implementation of these commitments, the United Nations has established a transparent online database that will help to plan, monitor and evaluate performance of United Nations impact in Zanzibar. We hope that this will improve efficiency of the United Nations work in Tanzania and enhance the organization’s accountability to the Revolutionary Government in Zanzibar and development partners.
Dear distinguish friends, while the signing of the UNDAP and the Annual Work Plan are significant, it is just the beginning. Ahead of us lies the challenge of implementing the bold programme to which we have committed. We must make good on our promise to be an accountable, honest and trusted partner to the Revolutionary Government of Zanzibar and its people.
We must also rally financial support from donors to make UNDAP and the Annual Work Plan a reality on the ground. In short, we must now focus our energies on delivery and impact.
In closing, I wish to express our sincere gratitude to our Zanzibar counterparts for their excellent partnership, and support during the preparation of the UNDAP and the Annual Work Plan.
I also like to take this opportunity to once again commend the Revolutionary Government of Zanzibar for providing an Office accommodation for all UN Agencies in Zanzibar.
Looking forward, the United Nations is committed to continuing its partnership with the Revolutionary Government of Zanzibar to realize its development goals.
